The organization stems from a collaborative arrangement between the City of Plano Police Department and Neighborhood Youth Services (NYS). Their goal was to create an alternative to juvenile probation and create a broad approach to youth mental health issues plus deal with the need for educational and prevention services to both the youth and their families.
